Barb's not steering you wrong about Keeps violations either. Unusual settings for paragraph settings can also cause the issue you're having.

I would start by examining the keep settings on the last paragraph and the ones that follow. If you are comfortable sharing the file, I'm happy to take a quick look. Is the text frame created on the document page? Or was it brought in as an element from the parent page?

You may also want to go to your Type menu and select the Show Hidden Characters menu command, just to be sure that there's not some kind of funky non-printing element like a page break or forced line break messing with your text thread.
