InDesign app menu is stuck under OS menu bar

My InDesign app window is somehow under the OS menu bar at the top of my screen. I cannot see or use the red/yellow/green buttons to control the window nor can I move the window from my desktop to my monitor. 
It seems that it is just the way the app opens. I can sometimes correct the problem by uninstalling and reinstalling InDesign, but that doesn't work every time and, anyway, it's aggravating.

Does anyone have any suggestions?
