Scrolling Issues in InDesign 2025 When Minimized

I just updated Indesign to the most recent version- 2025. When the window is minimized (side by side with another application- not the full screen) I can't scroll with my mouse- Even trying the scroll bar doesn't work. I've tried the hand tool, tried restarting the application. I have a logitech mouse. My touch pad works only for horizonzal scrolling.
