The first is impossible unless used or pirated, software like Lightroom is sold by third party's or retail under license from the producer, Adobe would not be allowing Amazon to sell it, Adobe would sue Amazon if they were selling it, Amazon knows they would loose in court in the blink of an eye. And Adobe must enforce their legal rights, so they would be in court. As for the second, a bit of software still sold commercially, still supported, I can see at Amazon (U.S.)

and Camera RAW 9.0 makes little sense. 

as for Camera RAW 9.0, probably backwards, Lr 6 going over to PS with a much older version of Camera RAW, the Adobe Camera RAW plugin that PSE 2021 is using is probably v 13.0 or newer.

P.S. the Camera RAW used by Lightroom 6 is part of the internal code, it is not a plugin, you cannot use an alternate Camera RAW.

Where did you purchase Photoshop? Photoshop cannot be purchased, at least the current version. It is only available by subscription. So what version of Photoshop do you have?
