Legacy lightroom 6.1LS11 not registering

I initially started with lightroom 4.x.  My last perpetual license was for 6.x.

Later I purchased photograpy plan.

I was using photography plan on my two mac computers and the perpetual license on my windows pc.

All worked fine until i had to reinstall windows.

Now when i try to activate lightroom on windows 11 i get an error:

"the adobe id has already been used to activate the software on two other computers or devices"

Even if i sign out from other devices i cannot activate it.

In the past i could use 2 cloud device licensdes and 1 perpetual at the same time.

Something change and adobe is blocking the activation of perpetual license.

I understand that product is not supported but i purchased it and i should be able to use it with no support.

Anyone knows how to get around this.  I chatted adobe and they dont know and say 6.1LS11 is old and not supported.
