Not (as of January 2024) even Carissa (Adobe Staff) can be of assistance. The Activation server is now unavailable (even for staff) for all Activation resets. IIRC Deactivation of a Lr6 installation can only be done on the machine where it is installed. If you don't have that installation working to allow de-activation, then there is, regrettably, no answer or possibility of activating a new install with the two previous installs still considered to be activated.
The way forward is then a subscription to the Photography Plan (20GB).
When Adobe support send people to these Community forums they don't understand that 'we' cannot be of any assistance.
