LR C v 12 failing to launch on MAC 13.2.1

LR Classic fails to launch on MAC, Sitsin launch window - even when asking to choose catalogue.

 

How to do I rescue this?  I have downgraded to 12 having had latest version but still an issue - don't want to go down to 11 as catalogue has been upgraded and I have hours of work since upgraded.

Quit Lightroom Classic.
macOS: Press and hold the Shift + Option keys.
Windows: Press and hold the Shift + Alt keys.
While holding down the keys, launch Lightroom Classic.
When asked, select "Yes".

HI, Sadly as soon as the preferences selection opens, LR freezes and can't press the button. Hour glass
