Performance on 5950x Problems

My i9-8700 wit gtx1060 is exporting faster in both lightroom classic/premiere/media encode than my 5950x with rtx 2070. I updated the my windows to 11 thinking it would help but it didn't. Using 2024 premiere and lightroom.

Something is stoping adobe to use the cpu/gpu fully, right now i'm transcoding with media encoder using software as it's almost realtime and it's using %100 cpu
