Transform / Level doesn't sync

The Transform > Level adjustment doesn't seem to sync properly across multiple photos within Lightroom Classic. If I click on Level in the Transform adjustments, it will level out that photo properly. If I then select several more photos and sync the Transform adjustments, it will turn on Level on all of these photos but not actually level them out.
If I now go to one of the photos I just synced, I can see that Level has been turn on, but I need to hit the [Update] button in the Transform section to actually have it calculate it for that photo. To make it worse, if I select two or more photos, the [Update] button changes to [Sync], which will, just like before, sync the settings but not actually to the level calculations.
So it seems I have to go through each individual photo one by and and hit the sync button to get all photos to leel out.

I'm sure this is not the way it is intended to work.

 

I'm running Lightroom Classic 14.0.1 Camera RAW 17.0 on a MacBook Pro M1 Max.

I believe this is a known issue. What should work is selecting the images, turn on Auto Sync in the Develop module, and then apply the auto level adjustment. Don't forget to turn off Auto Sync again.

Unfortunately, Auto Sync won't always work either. There are very longstanding bugs about copying the "auto" modes of Transform (Auto, Level, Vertical, and Full) that Adobe hasn't priortized:
