I cannot find my new external hard drive in the Folders Panel

I want to transfer lightroom and its files to a new external hard drive.  I have cloned the new hard drive so it is exactly the same, but I cannot get the new hard drive to appear in the folders panel. What am I doing wrong?  Why isn't there an easier action that would help with this process?
