I’m trying to find the non-cloud Lightroom community.  Can you help?

    Correct answer Rob_Cullen

“Lightroom” (the short name) is designed to use the Adobe Cloud. There is a ’Local Mode’ that can see your photo files stored locally, BUT the organization is totally up to you just as you would in a File browser, and its functions are limited compared to the other app-  “Lightroom Classic”.

Lightroom-Classic does not need the Cloud (although limited syncing is available if wanted ) and your files are stored locally. Organization is still your responsibility, but Lr-Classic has tools that assist with the importing of files from cameras and placing them in a folder structure very suitable for an image library. ie. Assisted organization.
