Cannot unlock layer in photoshop file

I have a single layer multi channel photoshop file that is saved in a DCS 2 format. When I open the file I cannot unlock the background layer. This is something new as in the past I've been able to unlock the layer or the file has opened without the layer being locked. I'm using Photoshop 22.5.1 release.
