Confused about a photoshop glitch

Every time I try to start a project or open a file it does this?  I've uninstalled and reinstalled, updated, restarted my computer...just at a loss!  Never had this problem till today.

That looks like a GPU issue. First make sure your GPU driver is up to date.

 

Then try going to Preferences >Performance and turning off the GPU and restart Photoshop. If that helps, then turn it back on and try each of the GPU drawing modes in turn (you will need to restart Photoshop each time you change).
