Yeah, I have a very similar problem too. I think it must be either a C++ related issue or some form of x64 bug. Here is my error log.

I am having the exact same issues as the first poster.  It seems there is actually two separate issues reported in this one thread.  One is you are having permissions issues easy and you can fix it with some deep work.  The other is I believe to be tiny corruptions in the registry with the Visual C++ installation on Windows 7 x64 machines.  To confirm for me I tried to install Visual C++ 2010 Express Edition and guess what it failed on the same Visual C components.  I found another posting online somewhere that listed he did a repair install (upgrade installation right over your current installation) that fixed the issue.  I downloaded Visual Studio 2010 C++ and those install, but those are C++ 10.0 and not c++ 9.0 that these installs need.  I have x64 and really only want to install the x64 version of Photoshop, but it still verifys that the x86 are installed.

That is what I am going to give a try to keep my programs and user information in tack before doing a complete reinstall.

Uhh guys? sorry to butt in and stuff but you can also try to run the setup in compatibilty mode in windows 7. set the compatibility mode for windows vista sp2...worked for me and i don't know if i'm too late and u've already fixed this problem or something else but just saying...
