Fill Dialog not setting correct fill opacity

Mac Book Pro M2 Ventura OS

PS 25.1

Q for quick Mask

Edit menu 

Choose Fill

Choose Color

Click Color for Color Picker Panel

Set B to 30 (or anything less than 100)

OK to close Color Picker Panel

OK to close Fill dialog

Q to deselect Quick Mask mode

Layer only sets fill to 100%  Cannot set fill for less fill than 100%

Also, in edit drop down menu, Fill shows incorrect shortcut next to item.  Shows only shift....F5 is missing.

Tried same procedure in PS25.2 beta...works fine.  Also, correct shortcut sowing in menu dropdown.
