Free form tool greyed out

Hi

free form tool greyed out.  The layers are NOT locked or  set as back ground layers..

I can move the seperate layers around the screen, but can't resize them. 

Any suggestions?

    Is a Selection active? (Is Select > Deselect available?)

    When I ht the edit button at the top ...Free Form  is grey out ..

    Can you please post a screenshot of the menu?

    What is that supposed to be? Do you mean the Freeform Pen Tool?

    Could you please post a screenshot to illustrate the issue?

    Sorry,  I meant the  Free Form ( short cut Ctrl +F) is greyed out.   I'm trying to adjust the size of a layer.

    So you mean Edit > Free Transform?

    Could you please post a screenshot to illustrate the issue?
