Testing here on Mac and PC, the Generate Image Assets seems to work as expected. We see a sub folder alongside the origianl Psd file and both a folder and a folder with a mask on it export the assets.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

ok so I did some testing and found a temporal solution. The bug happens when you create a mask using the create vector mask (attached image) on a group and not directly on the layer.

But if you select everything and create the mask with the same button, the layer exports correctly. 
I don't know if there is a technical difference in just using this button or pressing ctrl+a  and then creating the mask using the same button.

The file I imported to the PS file in question is a png file imported as a smart object that is 3000x3000, then scaled down, and masked with a full white mask so it is exported at 2048x1500 but the exported file is mostly alpha, so positioning is easier for the programming team. 

The file is located in my google drive folder, but available offline, so its local. 

I've tried to replicate the error to no success, 
another thing I should mention is that this has happened before, usually turning on and off the generate files option fixes the problem. or deleting and creating the mask again. this hasn't worked on this file.

What was on the layer that was too big, text, vector, smart objects, pixels?

Please try to replicate the issue in another file that you could share.

and yes, they are generated in the same version of photoshop, both layers are actually in the same file. 

sadly, I cannot show screenshots of the file since its confidential, and I cannot seem to replicate the error in another file. I tried what you said about the outside pixels, and it's not the case. The mas created on that group is the same size as the file.

Is it possible that one of the layers might hold some pixels outside of the visible area of the image?

Do a CTRL+T to see if the transform marquee extends outside the image?

Select all, invert, delete, or trim?
