Kevin, the RTX 4080 is not an "older GPU" at all. It is not only very much current, but state of the art. It should work with flying colors and this can't be the otherwise known issue.

If "Deactivate Native Canvas" works, that to me would be a red flag for some other problem that needs to be addressed.

The very first thing I would do is install a new driver from Nvidia. Make sure you get the Studio driver, not the Game Ready driver. When you install, check "clean install" to remove all traces of the old driver. Uncheck all the extra components in the driver package; you don't need them. Just install the base driver.

Hi @minecraft_enthusiast_1969 known issue. Go to Photoshop Preferences/Technology Preview and check “Disable Native Canvas”. Then check “Use Older GPU Mode (2016)”. Quit and relaunch PS.
