I was searching for how to do this today and the only thing I found in an Adobe forum was this rather old post about a plugin. So I figured I'd leave this for the next person to Google it. It's very simple. I don't know if you have to do this, but I did.Open an image in photoshop (I used a png).Resize it to 256 x 256.Go to File>Save AsWhen typing the name of the file you're saving, just put .ico as the file extension. I was asked something about save size. The default option was Smallest (Slowest save). I went with that. Seemed to work great! I've got a usable ico for my React app!

It's very simple. I don't know if you have to do this, but I did.

Open an image in photoshop (I used a png).
