Lagging and stalling when using brush/select/zoom in Photoshop

Hey guys! Really needing help I have photoshop running through creative cloud on my HP Spectre on Windows 11. It's always worked like an absolute charm, no lagging no long loading times, nothing. Recently within maybe the last few weeks I've noticed that whenever I try to either zoom (scrubby or non scrubby), use a brush with mouse or pen, or select anything with lasso, it stutters and lags behind my mouse. It used to be pretty instant, especially the brush, I'd glide my pen across my screen or my mouse across the canvas and it'd be like paper. I've tried the basics like upping CPU allowance, RAM, etc etc The reason I'm posting here is because sometimes when I use photoshop long enough and I leave it kinda just sitting there, my scrubby zoom becomes disabled (the tick box for it gets grayed out and i can only zoom in with clicks). This has always happened with photoshop, even before my lag problems. But this time when it did it, for some reason, all of my "laggy" tools worked like before. The brush was instant, the lasso was instant, the non-scrubby zoom was immediate. So obviously next time I used photoshop I un-ticked scrubby zoom to see if that was the problem and nope, it wasn't. For extra info, the rest of my laptop runs perfectly fine. I can play demanding games, I can edit on lightroom/premiere/AE etc. I've tried using photoshop with other apps open and also as the only thing running on my PC. I've tried restarting several times. I've tried removing PS from my PC and reinstalling. I've tried to use it with my PC set at Performance mode. Nothing. The only thing that seemed to affect it was that weird automatic removal of scrubby. Idk if it did something to a driver in the backend but it did something. Also this is for both PS and PS Beta. Any tips would be appreciated. Thank ya!

I keep talking about this, but adobe employees haven't responded yet.
Not only a bunch of bugs, but also the weird lag-like phenomenon you're talking about at the moment (as if GPU acceleration isn't working correctly, maybe then try creating a selection with the laso tool. The edges will shine differently than usual) and I've confirmed it's also due to the latest version of the Creative Cloud installation.

 

The way to avoid it temporarily is to delete the library folder, but if you reboot Photoshop a few times, it repeats like you go through again (even all the old versions 2023, 2022, 2021, 2020 not the latest Photoshop version)
