No option to turn off Spring-loaded tools in CC21

I am working in CC2021 because I can't reinstall CC2019.  As I am using CC21 my brushes are switching to the last tool before I selected it.  When I go in the preferance/tool section to turn off Spring-loaded tools it's not there.  Where is it in CC21 so I can turn it off.  It's an annoying feature.  Thanks.

The current Photoshop Extensions KB

Adobe did release a PSUserConfig.txt just becore adding the option to the Photoshop preferences, however the Adobe KB says it's only compatible with Photoshop 2022 (ps 23.0) and later, but i guess you could try it and see if it works in Photoshop 2021.

The Photoshop preferences option for Spring Loaded Tool Shortcuts was added in Photoshop 2022 (ps ver 23.1) I believe.

Then why am I getting it in CC2021?  When I do a brush stroke sometimes it will switch to the last tool I used (Lasso or Wand) after one stroke?

Spring loaded kicks in when you hold the key too long. Try tapping the key to switch permanently to the next tool.

I don't remember if CC 2021 had the search feature in Preferences (upper right) or if that came in a later version. What do you see in Preferences > Tools?

If 2021 is not the same as 2026, then please show a screenshot.
