Photoshop 2021 fails to launch

After reinstalling Windows 10 and reinstalling PS2021 with creative cloud and Lightroom Classic Photoshop will not launch and a flag appears with "unable to find path" and it then quotes a dll file I do not understand why this is happening I have uninstalled and reinstalled photoshop several times but all to no avail. I have all the latest updates on windows.Does someone know why this is happening, my pc is well above minimum specs

    Unfortunately you don't wrote anything about the exact error message. So it's just a guess.

    If you get the following error when launching Adobe applications (e.g. Photoshop, Illustrator, Lightroom Classic, Premiere Pro) follow the resolution steps mentioned below.

     

    Note: 

    If you have Visual Studio or Visual C++ installed on your computer, uninstall them before proceeding with resolutions steps.

    Resolution steps:

    1. Click on the link to download latest supported Visual C++ downloads

    2. Under the Visual Studio 2015, 2017 and 2019 section on this page, download the following executable file: 

        x64: vc_redist.x64.exe

    3. Run the downloaded executable file.

    4. Restart your computer.

    5. Launch Adobe application.

    Thanks for the info but I have already done this and it is still the same , I am getting to the point where I feel like ditching Adobe altogether and using something else.

    As  I wrote it was only a guess, because you don't gave us any informations about your system and the error messages.

    Please give us the appropriate infos, including the following:

    • Adobe product and version number
    • Operating system and version number
    • The full text of any error message (s), word-by-word 
    • What you were doing when the problem occurred
    • Screenshots of the problem
