Photoshop CC 2021 completely ignoring GPUs causing lags, while Illustrator isn't

Consider my examples of zooming in:

Note that in photoshop, when I enable and disable "Use Graphics Processor" the same lagging happens, regardless of the option. Thus, I suspect it's not using the GPU at all. Moreover, the GPU is not listed under "Detected Graphics Processor" in the Preference panel,

But 2 of the GPUs are detected in the help -> system info.

 

The Photoshop image is a basic blank canvas with next to nothing on it, but it lags substantially when zooming.

 

I've played around with everything in the performance panel, but nothing there seems to change anything.

Brief update: the problem of the GPU not being utilized is ONLY a problem in both versions of Photoshop CC 2021, and NOT in Photoshop CC 2020, which works as fast as expected.
