Photoshop Ruler & Guides preferences changed (macOS)

What with the new ruler guides why are they dim and still moveable even though guides are locked?

Hi, 

Thanks for reaching out. It sounds like you have installed the latest version of Photoshop (23.5); you can check this by going to Help > System Info. Can you share a screenshot of what you are seeing? 

You can go to Preferences>Guides, Grid & slices;  A new window will pop up where you can edit the preferences. You can change the color of the lines and their appearance.
