Polygon Lasso cursor changes occassionally when panning

For probably the past year, I've been tolerating a nuissant bug where the cursor changes from an arrow, to a double sided arrow (either horizontal, vertical, or diagonal based on panning direction) that makes precise selection a bit more difficult. This occurs quite regularly when using the polygon lasso tool, and panning off screen. When you bring the cursor back in the work window, it will have changed. If you move the cursor offscreen and back again it'll then go back to the correct* cursor.

*Correct cursor being another bug, a non-issue for me, but the cursor starts off as the cross-hairs initially (irregardless of caps lock), but once the cursor goes off screen it comes back as an arrow, when using the tool.

Not sure when this started, but as it has persisted through a new version, 25.1, thought I'd make a post.

Adobe Photoshop Version: 25.1.0 20231016.r.120 ca99df2 x64
Operating System: Mac OS 13.3.1

Tried searching for this issue before posting, couldn't find it, then saw this as a related conversation after posting, however, it seems the root cause has yet to be identified.
