Photoshop version 24.3.0 ob Mac
If you are in Polygon Lasso mode and clicking in the view to draw a polygon, then you move near to edge to automatically pan the view, the mouse cursor does not always change back to the Lasso cursor cursor leaving a double arrowhead cursor instead (horizonal or vertical). It doesn't always happen on the first pan, but it always happens if you pan several times or click pan several times. The problem is that you can't tell where the next point you click will be because the double arrowhead cursor doesn't indicate where the point is going to go. Change modes will get the correct cursor back, but doing that clears the polygon you have started.

I don't know if this is the same as what you're currently experiencing, but there's a bug in every version after Photoshop 24.0 that won't unshape the mouse cursor.

And I don't know why I moved the bug post to the Discussions tab.
And there are people who are experiencing this bug in Mac OS as well as Windows OS.
At least the latest version of Retoucher and porter will not be available unless this bug is resolved.
