@paulv43756212 more than likely it's a GPU related issue, to test I disabled the GPU in preferences and restarted Photoshop and didn't get the circle, enabling the GPU again and it works fine.

So what GPU do you have in your system and are the drivers up to date, it may help if you could post your Photoshop system info, in Photoshop go to Help > System Info, hit the copy button and paste the entire thing into this thread
