The new v 27.7.0 Remove Tool "On Device" feature requires component download, but the latter always fails

There’s a new feature for the Remove Tool in PS 27.7.0, which allows for a local AI model that can be used “offline” and doesn’t require credits. It’s described here:

I meet the hardware and software requirements. Tried downloading this component / addon multiple times since yesterday, in PS and in CC App, but after 30-60 minutes the download always interrupts at 48% and it gives the error message “unable to extract files” and “error: code 127”. CC App lacks the basic function of resumable downloads, it always starts from the beginning. I have 630GB of free space, btw, so that’s not the issue.

I did all the AI chat suggestions like deleting the Adobe temp folder contents on my root drive, giving full permissions for the folder, adding an exclusion for the folder in Windows 11 defender - none of that helped.

Wasted a full hour in the chat with a human (?) or “human” agent that did not understand what the issue is, giving me completely irrelevant suggestions like “this feature does not exist” or “do you want to download Photoshop?”.

Can anyone help? I’m losing my mind here (and my hair)...

Phothoshop 27.8 (same error previously with 27.7).

I'm trying to install the "Remove Tool advanced components" add-on through Adobe Creative Cloud (to use the new local remove tool), but the installation keeps failing with an "Installation Error" message (see attached screenshot), with error 127.

Same bug if I try to install it inside photoshop.

    What I've already tried:

    • Restarting Photoshop

    • Restarting my PC multiple times

    • Installing it from both Creative Cloud Desktop and directly inside Photoshop

    • Retrying several times over the last 24 hours

    • Unistall creative cloud with repair tool

    • Delete adobetemp

    • Increse permissions to adobetemp folder

    I'm using:

    • Windows 11

    • Latest version of Photoshop (27.8)

    • RTX 4090

    • Photoshop settings with image elaboration faster and performance with “use graphic processor”

Has anyone found a fix for this, or knows what could be causing it?

I have just updated Photoshop to  27.8.0 and failed at 61%, with the same “127 error”.

    @Sameer K

I tried your steps and I get the same 127 error code, the only difference is the download went a little further (60%) previously it failed at 49%.

I have tested with two different computers with windows11, from both creative cloud and inside Photoshop, and in all cases the installation fails.
I have tried to disable windows firewall without success.

@Sameer K Do you have any possible solution?
It does not seem to be something related with the computer, as I have tried it with two different computers with different configurations and locations (both on windows11).

I am attaching the system info of one of my computers.
    Thanks in advance!

    Best regards

It would’ve been so much easier if Adobe posted a direct link to the download, for people with issues like this. But no, now we have to wait and see if Adobe finds time to look into the problem and try to fix it.

I’m not holding my breath though. I’m still waiting for them to fix the bug with the tab order in PS, which is over a decade old by now. :-(

Hey, @Ryke Waltz, & @shayb68441784. Thanks for adding the System info and the comments. Do you still see the same errors?

    Try this set of steps:

    1. Uninstall Photoshop from the Creative Cloud desktop app.
    2. Go to the following location: C:\Program Files\Common Files\Adobe\Adobe Photoshop (Beta)\AddOnModules
    3. Rename this folder, and add .old > AddOnModules.old

Along with this, go to the location of the preference folder below and rename it to backup.

    • Windows 10/11: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings

    • You can press Press the Windows key > Enter 'Run' > Enter %APPDATA%\Adobe

    • Rename the Adobe Photoshop folder by adding a .old at the end. (Adobe Photoshop 2026 > Rename > Adobe Photoshop 2026. old), You can restore these preferences later if you need to.(https://adobe.ly/4860qM9)

    • Restart the computer.

Let me know how it goes.

    Thanks!

Thanks, but I am incredibly fearful to do this. Not on a “whim”. We do not know if this will fix the problem, the problem has not even been identified yet. There are still many others complaining that they can’t use it either, so I’m going to assume there’s a problem that will be fixed and implemented in future versions. For the time being I’m going to assume the “glitch” is not on my end and I won’t uninstall PS to find out. I have many important actions, brushes, preferences, presets and add-ons, which I use very day as a professional. I do not wish to take the risk of uninstalling PS and losing all of this stuff accidentally. I’ve done that before and lost vital stuff in the process.

Exact same thing here for me. Cannot download in either Photoshop or in Creative Cloud. Fails every time. I just saw a bunch of similar comments on a Youtube video, we are Not alone.

Hi @Ryke Waltz, thanks for reaching out! Let's try a few things to see if we can get this working.

    • Check Internet Connection: Ensure that your computer is properly connected to the Internet.

    • Verify Disk Space: Confirm that you have at least 1 GB of free disk space available on your hard drive.

    • Restart Photoshop: Quit Photoshop completely and then relaunch it.

If none of these steps work for you, can you send your system info and a screen recording of your issue? You can find your system info by going to Help > System Info, copying and pasting it into a text file, and attaching it here. Thanks! ^CH

    • Internet connection is working without issues, even though it’s only a DSL-50.
    • I have 630 GB free on that drive.
    • I have tried for two days now, with a complete Win11 reboot due to night time.

Can’t imagine how a screen recording could help, because i’d have to wait for 30-60min for the issue to occur and then you’d see the same that i can show you in a screenshot. Which i’m attaching below, two different ones.

And below is the system info you requested (i redacted my user directory name).
