Type effects photoshop

Double-click the Type Layer’s icon in the Layers Panel. 

its disabled... cant click on it nor the text

You have apparently already applied a Warp to that Type Layer. 

To edit it double-click the Type Layer.

Hello, you see this part of the design: 

There was an icon of a T with a small arch underneath it

It's disabled here and gone when I use a different design. 

On the "CHARACTER" upper menu was an Icon of a T with an arch underneath it.... GONE!

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Properties, Character, Options Bar, …) visible and an example of the effects you are currently unable to access?
