Won't Open Photos

For a few days now, I haven't even been able to open a photo since my software update. I open the program, go "open" to find the photo I want to edit .....and I keep getting an error message that says "Could not complete your request due to a program error" OR nothing happens at all.
WTF? Anyone? I am on Windows if that matters.
