Acess to Install Elements 14 disabled?

I am trying to re-install Elements 14 on my laptop.  I made sure to un-install properly (laptop was being upgraded), but I am now stuck on installing - I get as far as signing in to install & then I get the below.  Can't even close the window down.  When I had contacted support last night I had originally been told maybe it was too many verification requests & that it would reset within a couple of hours... This is nearly 24hrs later and still getting the same message! Would appreciate some help!

Please go to Adobe Customer Service (make sure to sign into your Adobe account first) and allow popups:

Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

I have tried to contact them for help & I've been told they can't do anything to help me as support is discontinued?
