Can photoshop Elements be used to convert mp4 to gif?

Hi!  Is photoshop elements able to convert a mp4 video and extract into a series of images so that animated gif can be made?  I can import it into organizer, but there are very few functionalities that are available, and I don't see an import video to photo type of option.

Maybe this is only possible in full Photoshop, but I wanted to see if there is a way.

I did it in premiere, when I exported the gif it was just a screenshot.

Not in photoshop elements, but maybe in Premiere Elements, a video editor, that could be done.

Yes the creative cloud photoshop can do that.
