Cannot install PSE 15 on my new Laptop

I am trying to install PSE 15 on my new HPEnvy x360 running Windows 11. I am getting an error message saying

For security reasons your access was temporarily disabled.
For more details contact Adobe Customer Support

Seems strange, as I can log into my Adobe account without issues and PSE 15 has not yet asked for any serial number that could be invalid. How can I solve this issue?

Thanks guys.

My laptop is connected via an Ethernet - USB Dongle, not via Wifi. I have also tried the same install on my Desktop PC just now. Same error message.

I am installing from the downloaded PhotoshopElements_15_LS30_win64.exe file

How are you trying to install - download or disc? At what point in the installation does the message pop up? Please give us a screenshot of the error message, but make sure you are not displaying any personal information. Have you tried disabling your anti-virus program during the installation?
