Dialog box always goes to the upper right of my screen and unusable

This has happened consistently in Photoshop Elements 11 for a good while now.  I am editing an image and click Enhance and choose the Shadows/Highlights option.  The dialog box opens at  the very upper right of my screen (PC with latest Windows 10).  However whilst I can see the sliders and can adjust, also Cancel, I cannot see or access OK.   I have tried minimising the program but the dialog box still stays outside of the Window, in the upper right of the screen.  I am literally stuffed.

Please help me gain control back.  I cannot use the program as it is!

    If you can't grab the top of the Shadow/Highlights dialog and move it

    then reset the pse 11 editor preferences by going to Edit>Preferences>General, click on Reset Preferences on next launch and restart the pse 11 editor.
