Photoshop 1.0 files won't open

I have Photoshop Elements ver. 15 installed on my Windows 10 machine.  I have some old Photoshop 1.0 files that I would like to look at but Photoshop Elements won't open them.  Is there a fix for this or have I lost these files??  They are not replaceable.  Thank You for the help!!

I suspect those files are .pdfs?

Good to know: while the editor in PSE15 can still open pdf files, the organizer can no longer manage them, unless they have been produced by Photoshop or Elements as 'Photoshop PDF'.

Actually most of these files are opening with MS Paint as GIF files.  I don't understand why this one wants to be difficult.  Could it be because it was created on a Mac?

Here is an blank .tif saved from the mac cs photoshop version and the opened in WordPad.

Towards the bottom it says image format tiff.

Is that what yours looks like?

When you say "photoshop 1 files", are you referring to photoshop files from an early version of photoshop like 1, 2, or 2.5 circa the early nineties or photoshop elements 1 from around 2001?

Hi Jeff, Thank You for the reply.  Yes, these appear to be old version 1.0 Photoshop files.I believe.  Looking at the file with Wordpad there is some encoding references xmlns:pdf='http://ns.adobe.com/pdf/1.3/'> and xmlns:photoshop='http://ns.adobe.com/photoshop/1.0/'> and xmlns:tiff='http://ns.adobe.com/tiff/1.0/'>  Most of these files I can open with MS Paint, but not this one.  Photoshop Elements errors Could not complete your request because it is not the right kind of document.

FYI, a blank TIF saved with the latest PS CC 19.0 shows the same namespace 1.0 version for Photoshop so has nothing to do with the version of Photoshop and more to do with the version of Photoshop metadata encoded in the document header.

Look for the xmp:CreatorTool tag or something similar and see what it says the program was that created the document.

Interestingly I don't see any reference to the version of PDF in my header metadata.

Here is the metadata in the new blank TIF I created with PS CC 19.0:
