Photoshop Elelments 2020

I have Photoshop Elelments 2020 on Mac but now have a Windows laptop. Can it be downloaded for this or must I buy a new one?

It depends on what your original purchase allowed.  If you go to the Products page of your Adobe.com account you will see download links for your purchased products.  If you have a single OS download link, then that is all you purchased.  If you have links for both Mac and Windows, then you can switch.  For more detailed information, see this recent discussion.
