Photoshop Elements 14 Organizer Crashing

I bought this program and it has never worked.

Every time I try to open the organizer it freezes and the only way to "use" it I have have to go through the Task Manager and shut it down.

A couple of times it actually opened but when I tried to access a picture it "has an error and needs to close."

I have uninstalled and re-installed the program several times with the same results.

Is there a way to download the program directly from Adobe?
