Photoshop Elements 2022 - new or upgrade?

Hello from Germany!

I own Photoshop Elements 2020. Is it possible to buy and register Photoshop Elements 2022 NEW or do I have to upgrade from 2020 to 2022? If I buy the new 2022 version it's cheaper than an upgrade to 2022. But is that possible? Have I to delete the 2020 version?
