Photoshop has gone downhill! [How to capture a frame from a video and use it for a photo?]

I use to be able to take a frame out of a video and use it for a photo! What happen to that in Photoshop? So how can it be done today???

    You asked how it can be done today.  To me, "today" means Elements 2019 (which is actually Elements version 17).

    In Premiere Elements 14, the freeze frame tool can be found in the Tools in the toolbar at the bottom of the screen or in the Tools menu at the top of the screen.  There is no toolbar on the left.  So, are you talking about Photoshop Elements 14?

    If Elements and not Premiere Elements, play the movie with the default player or any other external player like VLC media player.

    Pause on the selected frame.

    Take a screenshot from your keyboard

    In the Elements editor, do File >> New >> From clipboard.

    Crop the image part, resize and edit if you wish and save.

    You need Premiere Elements.  The freeze frame tool is available under the tool panel on the right-hand side.

    Premiere Elements 14 - I have and there is no tools on the right. It's on the left but no freeze frame! So now what? Have to buy something else ha!
