Problem downloading Photoshop Elements 11 on a new computer

I am trying to download Photoshop Elements 11 on a new computer.  I have a serial number and license purchased previously.  When I downloaded the product - under the direction of an Adobe chat expert - I got the following message:  "The file archive part of Adobe Photoshop Elements 11 is missing. You need all parts in the same folder in order to extract Adobe Photoshop Elements 11. Please download all parts."  The chat expert was unable to resolve the issue and referred me to this community thread. Help!
