Reducing size of a photo

I need to increase the size of 4 x 6 size photos for a book I am writing, but as we all know, going up to a 5 x 7 (Which is what I need), the edges are missing.   Is there any way via PE that one can increase (Or reduce) the size of a photo without losing anything?  In other words just making a miniature of the 4 x 6 or slightly increasing it - retaining 100% of the content. Trust me, I've tried everything I know.   Your advice would be greatly appreciated.    Thanks,  Dave

    Try this, Dave:

    1. Open your picture file and go Image>Resize>Picture size and read what the resolution is in px/in. Write it down.
    2. Get out of this dialog
    3. With the picture file still active, go to Select>all, then Edit>copy
    4. Go to File>New>Blank file. Enter the dimensions (5x7") and the resolution value from step #!, and background content to suit. This will be the canvas.
    5. Go to Edit>paste. Your picture should come in on a new layer
    6. Activate the move tool, and position the picture, and, if necessary, adjust the size with the corner handles of the bounding box.
