Unable to delete photo's -- says locked and can't be removed

Mac OS, Mojave. Elements 19. My current catalogue .. when I try to delete from catalogue and harddrive am told it is locked. When I go to older catalogues .. no problem with delete. What changes do I need to make in order to delete both from catalogue and harddrive?
