Where is the option to refuse Adobe Photoshop Elements 2021 Editor update?

How do I quit being pestered to update Adobe Photoshop Elements 2021 Editor, so that I'm actually able to use the application?

I don't want the update, along with anything else that Adobe embedded in it. 

There is no option to refuse the update, rendering Elements unusable, and not being able to quit it the normal way. I have to use the 'Force Quit' option on the Mac.
