60fps video playing too fast and choppy

I recently downloaded Premiere a few days ago, and am trying to import footage from my camera to edit. The footage plays properly in windows media player, but in Premiere the footage plays double speed, and is very choppy. The audio is the correct speed, but the video plays too fast. 

I have tried interpreting footage, but it slows the video down and still is laggy during playback, and won't play the proper frames. 
I have tried disabling the audio input, the footage is still very choppy. 
I have tried creating a sequence at different frame settings, and it still plays too fast.

i have tried converting the video from an MP4 file type to an MPG.

I have tried basically every single method on every YouTube video I've found, but nothing is working at all. I cannot edit the video at all in this state.

How do I fix this issue?

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.
