adobe premiere pro isn't opening

Adobe premiere isn't opening, This is the first time i'm luanching it since i downloaded it. It only starts the logo and then dissapears forever. I tried finding it in task manager but it isn't there. I tried restarting my pc. I tried deleting it and reinstalling it. I can't even open the preferences with holding alt when opening, it just doesn't give the option. Please help i have urgent work to finish.

For context i've used premire on another pc before so i know how it should function. But i bought a new account for this pc and it just doesn't want to open.
