Adobe Premiere Pro Video Preview and Clipping Bug

Any time I click anywhere in the source window other than at the very start of the track it plays the audio from the correct position of the playhead but it plays the video from the first frame of the clip which causes the audio and video to be de-synchronized.

In addition, and more frustratingly, when I try to clip off the start of a video, when viewing it in the program window, the video begins to play from the first frame of the clip even though I intended to clip off the start. This same behavior occurs when using the trim tool or using ctrl+k to split the video and delete the first half of it.

Overall this is extremely glitchy and has really soured my first impressions of this program.

I'm using Windows 10 and I have the latest CC version of Adobe Premiere Pro, 2020.  I have tried with and without hardware accellaration (Mercury Playback Engine Software Only and GPU/OpenCL)

The source videos were taken on an iPhone X

Cant tell from the video as we cannot see any lip movement or something simular to check the audio.

 

Issue is most likely due to being phone footage with variable framerate and maybe H.265.

Convert with Handbrake to constant framerate (and H.264) and try again.

I suspect that converting the video format may be a good stopgap... But... This is such a bad buggy behavior to have when dealing with an iPhone XS's videos. And a regression since 2018 apparently worked fine but the latest version of Adobe Premiere Pro has this bug. I found a post describing my issues:
