adobe using too much Memory(RAM) for nothing!

HI,,I have 32 gb ddr4 of ram and i have issue with adobe premiere pro with it,

as you see in the picture i close all  projects and the program still using all of my memory(every time i have to close the entire program and relunch it)to use only half of ram(arround 15 and 16gb)after working with project 10 or 15 min its going up to use all memory too and i have to repeat all the proccess+is uploading large videos to project costing more ram? not no sequence only to project!because im using large files with proxies and its taking arround 100 gb of space
