All bins collapsed when re-opening project

They say organization is 50% of editing, and I certainly attribute it to my sanity and success. But suddenly every time I reopen a project, all my bins have collapsed and I have to twirl everything back down again just to get back to work. Not only that, but today I realized it's happening every time I change my workspace! Ugh, is this a bug? It's definitely new and really super annoying that we can't just reopen in previous state.

I just want to report that this is still happening in 25.2 and it's extremely annoying. Trying to keep a workflow going here. Every time I reopen my project, all the bins have reset to collapsed mode and I have to twirl at least a half dozen things down to get working again. I should be able to pick up where I left off.
