Audio loses Sync after scrubbing

When scrubbing on a timeline and shuttling right to speed up playback, when you decrease the speed (with shuttle left) the audio is completely out of sync with the video.  And when you continue playback it's not from the point where the audio left off. 

1. Premiere Pro Version 24.6.1 (Build 2)

2. MAC OS Sonoma .  (Macbook Apple M3 Pro). Playback on multiple monitors, audio through a blackmagic Ultrastudio 4k Mini.

3.  Basic steps is to scrub then slow down to normal speed using the shuttle left and shuttle right keys (L & J Keys).

4.  On other systems this is not an issue.  When I slow down everything is in sync.
