Audio tracks are panning hard or not producing any audio

The 1 and 2 audio tracks are panning hard, 1 to the left and 2 to the right. Audio tracks 3 and beyond are not producing any audio at all. Ive checked my volume, my channels/panning controls and looked at numerous forums and vidoes. Cant seem to find any fix on this issue, any help would be greatly appreciated.

Attached is a screenshot of my audio, both 1 and 2 say they the panning is 50/50 but they are in reality not 50/50. The 3rd track says the same but is silent.
